By a cover, do you mean a cover letter? A cover letter provides contact information for you and any relevant parts of your history, such as places where your work has been published and major awards your work has won. If it's a contest for poetry by lawyers or about the law, mention that you're a lawyer. I've never seen a contest that involved a statement of a writing plan, but if you need to write something like that, think about what you want to achieve through your writing. That's your writing plan. Yes, you can submit the same poem to multiple contests, unless one of them specifically says not to. You can find local workshops by checking with the library, going to http://meetup.com and entering your city, or by going to a search engine and entering "My City poetry workshop." Try any local colleges or junior colleges, too. We also have an area here for contacting other writers. You can post something asking for other poets in your neighborhood.
