About the Writers Directory Can't Post

I apologize if this is not the appropriate place for this question, but I've contacted the Directory and Online people who are responsible without an answer...

A friend, who just joined the P & W site, has been trying to apply for a listing in the Directory of Poets and Writers, but every time she clicks the "application" button, she is taken back to the explanation screen without the ability to apply. Any reason for that?
