I guess it depends on what you mean by new. You can reply to any message by going to the top right corner of the message box and clicking on either "Reply" or "Reply with Quote."

If you want to start a new line of discussion in an existing topic, you can use Reply. If you want to start a new topic, go to the top right corner of the list of topics and click on Post New. (Note that you can't do this in the MFA area or the archives.)

If you want to start a whole new area (say, on writing cult religious texts), you need to petition the Overlords, Jason and Dana. But most of what we discuss fits in one or another of the existing topic areas.
