Without consideration of funding, Maryland (historically) might rank a smidge ahead of Colorado State--but only by a hair, I think. Part of the problem is that (and this is just my own opinion, I can't speak for Tom) I think funding affects reputation. Does anyone believe Pitt would have the same reputation as it does this very day, if it was a fully-funded program like Florida or Cornell? Pitt's poor funding is engendering negative feelings about the school, and I think we see that even here at P&W. Maryland's in the same boat. In contrast, I've seen CSU do nothing in terms of funding and student outreach except to increase its esteem in the minds of applicants. While by no means does funding = reputation, or even anything close to it, the two cannot be completely divorced, either. Which is why, at this point, I think CSU both offers more money than Maryland and will have a better reputation going forward. I also think, lest we elevate too generously to a pedestal the considerations which somehow seem "obvious" to us with respect to reputation--like, that Maryland has a better one than CSU--can we just acknowledge that all that's happening there is that folks are working off the U.S. News & World Report Rankings collected twelve years ago, in 1996? Because I'm not really seeing any organic reason for Maryland to top CSU in 2008, especially given that polling shows CSU is much more popular right now.
