It depends on the school. I've heard that Iowa uses graduate students for the first read-through. I can say that Houston and Bennington do not allow anyone but the faculty to read, or even touch, those applications. At Houston, 3 faculty members each read the application, so it does take them some time to get through the hundreds of apps each year. (I think they usually have 3-4 hundred each time).
